Why the Bundescloud Chose Nextcloud

In 2018 the German federal government issued a public procurement for the platform that would serve as the file-collaboration backbone for federal agencies. The winner was Nextcloud. The reasoning was documented and specific: fully open source under AGPLv3 so German security agencies could audit every line of code, self-hostable on German-controlled infrastructure, no US corporate parent that could be compelled under foreign extraterritorial law, and alignment with emerging German-and-EU sovereignty strategy.

That decision has been replicated.
